EU Releases €61.8 Million to Kosovo Under Growth Plan Framework
Pre-financing marks first step in broader reform-linked funding aimed at economic convergence with the European Union


The European Union has initiated the transfer of €61.8 million in pre-financing funds (para-financim) to Kosovo, marking the first disbursement under the Growth Plan for the Western Balkans. This financial support follows the completion of institutional requirements, including ratification in the Assembly of Kosovo and submission of official documentation, enabling the activation of the Reform and Growth Facility and the start of fund disbursement (shpërndarje fondesh).
According to information released by the Prime Minister’s Office, the funding represents 7% of the total €882.6 million allocated to Kosovo through a combination of grants and concessional loans extending until 2027. The broader initiative aims to accelerate economic convergence (konvergjencë ekonomike) and facilitate closer integration of the region with the European Union’s internal market structures.
The financial package is designed to support Kosovo’s Reform Agenda, focusing on key sectors essential for institutional and economic development. These include the rule of law (sundimi i ligjit), governance, and structural improvements in public administration. Additional emphasis is placed on advancing economic development (zhvillim ekonomik) and strengthening institutional capacity.
A significant portion of the funds will also be directed toward infrastructure projects supported through the Western Balkans Investment Framework. These investments are aligned with priorities such as the digital transition (tranzicion dixhital) and the green transition (tranzicion i gjelbër), reflecting the European Union’s strategic objectives for sustainable growth and modernization across the region.
Authorities have highlighted that future payments will depend strictly on progress in implementing agreed reforms. In total, Kosovo has committed to completing 111 reform steps, each tied to specific financial tranches. This conditional structure ensures that funding remains linked to measurable outcomes in governance and policy execution, reinforcing reform accountability (llogaridhënie reformash).
Short-term targets have already been outlined, with the completion of the first 13 reform steps expected by June 30, 2026, corresponding to approximately €90.8 million in funding. By the end of the year, an additional 27 steps are planned, representing around €165.9 million. These milestones reflect a phased approach to financial support mechanisms (mekanizma mbështetje financiare) tied to performance benchmarks.
Both the European Union and Kosovo authorities have emphasized the strategic importance of this initiative for long-term development. The plan is intended not only to provide immediate budgetary assistance but also to encourage structural reforms that enhance economic stability (stabilitet ekonomik) and institutional resilience.
The Growth Plan for the Western Balkans represents a broader policy framework aimed at integrating regional economies more closely with the European Union. By linking financial support to reform progress, the mechanism seeks to accelerate Kosovo’s path toward EU membership while fostering sustainable development and improved governance standards.
The initial disbursement of €61.8 million signals the beginning of a multi-year process that combines financial assistance with policy transformation. As implementation progresses, the effectiveness of this approach will depend on the timely execution of reforms and the capacity of institutions to manage and utilize the allocated resources efficiently.
